Advisory Committees Required by Statute

  • There are advisory committees and councils at the district level and at each school site that serve specific purposes and goals as required by the statutes listed below. Parents and community members are highly encouraged to participate. Not all school sites have all the committees listed below. Parents should inquire at their school site for further details and for ways to get involved.

    Assembly Bill 1908 (“AB 1908”) provided additional requirements relative to school district general obligation bond elections conducted pursuant to Proposition 39, including establishing and appointing members to a Citizens Oversight Committee as required by Education Code Section 15278. The district passed "Measure E" on November 2, 2010, Bond Resolution 5-10-11. Please click here for the Citizens' Oversight Committee Bylaws.
     
    Education Code Sections 5206252063 (a) (1), and 52069, require that all districts provide opportunities for consultation and comment when developing and updating their LCAP.  All LEAs must have their LCAPs prepared or updated, approved by their governing boards, and submitted with their annually required budgets, as necessary.  Teachers, principals, administrators, other school staff, local bargaining units, parents, and students must be consulted to inform the LCAP’s development.     Title 5 of the California Code of Regulations (CCR), Section 4423 sets forth the obligation of LEAs that receive SCE funds to establish a DAC. Learn more about Section 4423 here. DAC is a group of parents, staff, students and community members elected by School Site Committees, to provide on-going advice to the Superintendent and Board of Education. The purpose of DAC is to provide a communication forum to share interests, experiences, knowledge and concerns as well as forum to receive current information regarding programs, new initiatives, and other current issues of importance to the education of students.
     
    Each California public school district, grades kindergarten through 12, with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee. The DELAC is formed of representatives of school bilingual education advisory committees established to advise the district on programs and services for English Learners.Learn more about DELAC here.
     
     
    California Education Code (EC) Section 64001 requires that a School Site Council be formed to recommend each school’s Single Plan for Student Achievement (SPSA) to the local governing board for approval, monitor its implementation, and evaluate the effectiveness of the planned activities at least annually.  
     
    English Learners Advisory Committee (ELAC)
    ELAC is a committee comprised of parents, staff, and community members specifically designated to advise school officials on English Learner program services.
