English Learner

There are many programs and services to help students who do not speak, read, write, or understand English well as a result of English not being their home language. These students are considered English learners (ELs.) The overall goal of the various programs is to improve the English language skills of English Learner students, Immigrant students, and Migratory students and provide information to their parents about services available.

Redesignation is the process whereby a student is reclassified from English Learner (EL) status to Fluent English Proficient (RFEP) status. Reclassification can take place at any time during the academic year, immediately upon the student meeting all the criteria.

The English Learner (EL) reclassification criteria outlined in California Education Code (EC) Section 313 remains unchanged and are available on the CDE Reclassification web page at https://www.cde.ca.gov/sp/ml/reclassification.asp:

  • Criterion 1: Assessment of English Language Proficiency (ELP)
  • English Language Proficiency Assessments for California (ELPAC)
  • Criterion 2: Teacher Evaluation
  • Criterion 3: Parent Consultation
  • Criterion 4: Basic Skills Relative to English Proficient Students

Title III

Duarte Unified School District receives Title III funding from the federal government to help English Language Learners (ELL) to speak, read and write in English and to achieve in reading and mathematics. School districts and other agencies that receive Title III funds are reviewed each year, as required by the No Child Left Behind (NCLB) Act of 2001, to see if they meet the three Annual Measurable Achievement Objectives (AMAO) for their English Language Learners:

  • Progress in learning English
  • Progress in the percentage of students who become proficient in English
  • Academic targets in English-language arts and mathematics
